France will allocate €71 million to projects aimed at restoring Ukraine’s critical infrastructure and priority sectors

On February 20, 2026, in Kyiv, Ukraine’s Minister of Economy, Environment, and Agriculture, Oleksiy Sobolev, and the French Ambassador to Ukraine, Gaël Vessier, signed an intergovernmental agreement (AIG) to renew the Fund for the Support of Critical Infrastructure and Priority Sectors of the Ukrainian Economy (“Fund for Ukraine”). The signing took place in the presence of Muriel Lacquer-Labart, Special Representative of the President of the French Republic for Aid and Recovery in Ukraine.

“France is providing an additional €71 million for private-sector projects in Ukraine. These funds will enable French companies interested in long-term partnerships with Ukrainian businesses, technology transfer, and the creation of additional value within our country. We are grateful to France for its consistent support. Thanks to the previous grant agreement, 19 projects are already underway in the energy, healthcare, water and sanitation, and digital solutions sectors. They strengthen our economic resilience and set a standard for long-term recovery,” said Oleksiy Sobolev.

The “Fund for Ukraine II” will finance projects aimed at restoring Ukrainian critical infrastructure in priority sectors such as healthcare, transport, energy, agriculture, water supply, irrigation and sanitation, waste management, humanitarian demining, housing construction, and digitalization. The list may expand in line with Ukraine’s strategic priorities.

The call for projects for French companies has already opened and will run until April 9, 2026. Any French company may apply, but priority will be given to small and medium-sized enterprises (SMEs).

Projects must meet five criteria:

  1. Respond to an official request from the Government of Ukraine.
  2. Maximum funding amount – €7 million, including insurance costs.
  3. Short implementation period – up to 16 months – and low operating costs.
  4. Support French exports – at least 50% of the project’s components must be of French origin.
  5. Comply with environmental and social standards (carbon neutrality, reducing the informal economy, positive impact on the environment and biodiversity).

Projects will be implemented in 2027.

The Fund for the Support of Critical Infrastructure and Priority Sectors of the Ukrainian Economy (“Fund for Ukraine”) was established in 2024 under a grant agreement between the governments of France and Ukraine.

The fund has already financed 19 projects involving French and Ukrainian companies in Vinnytsia, Dnipropetrovsk, Kyiv, Kharkiv, and other regions.
