Concession of Chornomorsk port attracts interest from over 40 international operators and investors

The public-private partnership project for the port of Chornomorsk has already drawn interest from more than 40 international port operators and investors across four continents, the Ministry for Communities and Territories Development of Ukraine reported.

The ministry announced that the first meeting of the tender commission took place on Tuesday, officially launching the process to select an investor for the Chornomorsk port. The commission is headed by Deputy Minister Andriy Kashuba, with First Deputy Minister Aliona Shkrum serving as deputy chair.

The project aims to attract hundreds of millions of dollars for the modernization of berths and equipment, generate over $1.1 billion in budget revenues over 40 years, preserve more than 1,000 jobs with social guarantees and salary indexation, and restore container traffic to 250,000 TEU annually within the first three years, eventually reaching pre-war levels of over half a million TEU. During the meeting, consultants engaged by international financial institutions, including the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC), presented the key conditions of the upcoming investment project, outlined the main stages of the tender process, and detailed the qualification criteria.

 

 

All materials were provided to the commission members for further review. According to the government’s Action Program, Ukraine plans to announce a concession tender for the container and first terminal at Chornomorsk seaport by December 2025. The feasibility of a ferry terminal concession project will also be assessed. Preparations for implementing concession projects at Chornomorsk port began before Russia’s full-scale invasion. Tenders were originally planned for 2022 but were postponed.

The Ministry resumed the process in 2023, and in February 2025, two concession projects at the port were announced, with plans to hold the tender by the end of the year.
