The Ministry for Strategic Industries of Ukraine, together with the Ministry of Economy of Ukraine, has launched a support programme for Ukrainian manufacturers of components for weapons and military equipment, amounting to 1 billion hryvnias.
The programme is financed from the state budget, based on a grant programme for manufacturers in the processing industry provided by the Ministry of Economy of Ukraine.
"Developing the defense-industrial complex is now a priority for the entire state. Therefore, the Ministry of Economy is looking for ways to support the defense industry within programmes designed for civilian manufacturers. Last year, we expanded the grant programme for processing and allowed drone manufacturers to benefit from it. Now, we are launching a separate direction for manufacturers of components for weapons. Enterprises can receive up to 8 million hryvnias for purchasing equipment under co-financing conditions—50% will be covered by the state, and 50% by the manufacturers. Special conditions apply for enterprises in frontline regions and UAV manufacturers—grants may cover up to 80%. Supporting manufacturers of weapon components is an investment in our self-sufficiency and resilience," emphasized Ukraine’s First Deputy Prime Minister and Minister of Economy, Yulia Svyrydenko.
"We are working hard on the localization of production for various types of weapons in Ukraine, including military innovations. One of the most important stages of this process is the production of components for products. The Ministry for Strategic Industries aims for Ukrainian weapons to have the highest possible percentage of components from Ukrainian production. The localization of component production is part of our defense strategy. Therefore, we are working to strengthen this direction, including providing financial support to manufacturers. I would like to thank the Ministry of Economy for their involvement in supporting Ukrainian component manufacturers," stated the Minister for Strategic Industries of Ukraine, Herman Smetanin.
"For the Ukrainian defense ecosystem, the localization of components is a matter of the quality of our products and the security of our production. Our component manufacturers are working under extremely challenging conditions. Our task now is to help them by creating new support opportunities and services. The grant programme 'Made for Victory' aims to encourage the localization of component production for military equipment. The more components produced in Ukraine our weapons have, the less dependent we will be on external suppliers," emphasized the Deputy Minister for Strategic Industries of Ukraine, Anna Hvozdiyar.
Grants are available to future entrepreneurs, existing sole proprietors (FOPs), or legal entities operating under the appropriate category of business activities (C). Applications can be submitted by all entrepreneurs except those operating in temporarily occupied territories. At the time of application, the entrepreneur must not have tax debts, must not be in bankruptcy status, and must not be under investigation for corruption.
The grant can be used for the purchase, delivery, installation, and launch of production equipment, including the implementation of new software. The maximum grant amount is 8 million hryvnias. The programme provides for co-financing: 50% of the cost is financed by the state, and 50% is covered by the manufacturer's own funds. For UAV manufacturers and enterprises in frontline regions, preferential co-financing terms apply—the state will fund 80% of the project cost, with the enterprise covering the remaining 20%.
To receive the 'Made for Victory' grant, a component manufacturer for weapons and military equipment must choose a bank and submit a business plan on the Diya portal. The bank will evaluate the business plan, and the Ministry of Economy of Ukraine will make the decision regarding the grant issuance.
