In June 2025, Ukraine recorded the highest number of civilian casualties in the past three years of full-scale war with Russia. A total of 232 people were killed, and 1,343 were injured.

This was reported by the UN Monitoring Mission on Human Rights in Ukraine (HRMMU).

According to the UN mission, last month the Russian army carried out ten times more missile strikes and attacks with loitering munitions compared to June 2024. Civilians were killed or wounded in at least 16 regions and in Kyiv.

“Almost no region was safe, regardless of its distance from the frontline,” the HRMMU emphasized.

In the first half of 2025, the total number of civilian casualties and injuries reached 6,754 people, which is 54% more than in the same period last year, when 4,381 casualties were documented.

Overall, in the past six months, the number of civilian deaths increased by 17%, and injuries rose by 64%.

The report notes that the sharp rise in Ukrainian civilian deaths is largely due to the use of powerful long-range missiles and drones by the occupiers, their increased destructive power, and a higher number of strikes.

Additionally, the wider use of short-range drones in frontline communities contributed to fatal outcomes.
