Ukraine and Poland uncover 11 suspects in Russian-funded anti-Ukraine rally scheme

Counterintelligence of the Security Service of Ukraine, together with law enforcement agencies of the Republic of Poland, has uncovered the activities of a group of individuals that, on behalf of Russia, organized a series of anti-Ukrainian rallies in Poland during 2025–2026.

These included five pseudo-“protest” actions, allegedly instigated and funded by the Kremlin in Warsaw and Wrocław.

According to law enforcement findings, the organizers of these paid rallies offered $100–200 for a one-time participation in crowd activity.

As a result of an international investigation by the SSU and the Internal Security Agency of Poland, 11 individuals involved in these paid actions were identified within the EU.

Among them were two Belarusian citizens and nine Ukrainian citizens who were residing in the European Union and involved in organizing the events.

Under instructions from Moscow-based coordinators, the organizers searched for potential participants for the paid “protests,” instructed them, distributed provocative propaganda materials, and paid them in cash for participation.

The Russian-organized street “protests” in European cities were aimed at discrediting Ukraine internationally and destabilizing the socio-political situation in EU countries.

All identified individuals have now been deported to their countries of origin. The actions of the Ukrainian nationals involved will be assessed legally depending on the degree of individual responsibility.

International investigative and operational measures are ongoing to hold all organizers of pro-Kremlin provocations accountable.
