The Security Service of Ukraine and the Office of the Prosecutor General have initiated criminal proceedings over alleged war crimes committed by Russian army General Valery Gerasimov, the Chief of the General Staff of the Russian Armed Forces.
According to case materials, the official is directly involved in mass missile and air strikes against Ukraine’s civilian infrastructure, including the Russian air attack on Kyiv and the Kyiv region on July 2 of this year.
As a result of the enemy shelling, there are dead and injured among the civilian population. Apartment buildings, private homes, and social infrastructure facilities were also destroyed or damaged.
In most cases, Russian forces attack the capital of Ukraine and other cities using missiles such as X (Kh-series), Kinzhal, Kalibr, Iskander, and Zircon, as well as long-range strike drones of the Shahed/Geran type.
Under Gerasimov’s orders, subordinate Russian armed units are involved in planning, preparing, and carrying out air attacks on Ukraine using bombers, missile-carrying ships, and ground-based operational-tactical missile systems.
Large-scale Russian strikes on civilian objects in Ukraine constitute a direct violation of Articles 51 and 52 of Additional Protocol I to the Geneva Conventions of 12 August 1949.
Based on documented evidence, investigators of the Security Service of Ukraine are investigating Gerasimov for crimes under Part 2 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war provided for by international treaties, as well as issuing orders to commit such actions).
Comprehensive investigative measures are ongoing under the procedural supervision of the Office of the Prosecutor General.
