The 12th meeting of the Intergovernmental Ukrainian–Latvian Commission on Economic, Industrial, and Scientific-Technical Cooperation took place, chaired by the co-chairs of the commission — Ukraine’s Minister of Economy, Environment and Agriculture Oleksii Sobolev, and Latvia’s Minister of Economy Viktors Valainis.
Within the framework of the visit of the Latvian delegation, bilateral talks between the ministers of both countries and a business forum with the participation of Ukrainian and Latvian companies also took place.
“The Republic of Latvia is one of Ukraine’s most devoted and consistent allies. The government highly values the effective political and economic cooperation between our countries. Last year, during the previous meeting, we agreed on concrete steps in trade, transport, and innovation. Today we continue this work, but with a focus on Ukraine’s large-scale recovery and our accession to the EU,” said Minister Oleksii Sobolev.

During the meeting, the parties discussed further deepening practical cooperation in economic and trade areas. They recognized the importance of a reliable legal and institutional framework for necessary private sector investment, economic development, and creating a favorable business environment for both local and international investors in Ukraine.
Other key topics included support for Ukraine and cooperation in recovery, energy, agriculture, transport and logistics, security and defense, among others. Ukraine already has examples of successful partnerships with Latvian companies contributing to energy, industry, finance, high technology, and manufacturing. In particular, Latvia is participating in the reconstruction of the Chernihiv region, allocating approximately €5 million during 2026.
During the bilateral ministerial meeting, the parties also discussed prospects for building factories with Latvian investments and opening joint production facilities in Ukraine, with a focus on processing. The government is also interested in investments in transport and logistics, construction, digital technologies, and innovation.

They also discussed the possibility of developing joint enterprises for dual-use technologies, including dual-use drones for agricultural and environmental applications.
In addition, representatives of the Latvian government and business community were invited to participate in URC 2026, which will provide a good opportunity to establish new and strengthen existing business partnerships.
Following the meeting of the Intergovernmental Commission, the parties signed a protocol recording intentions for further cooperation in the identified sectors. A number of agreements were also signed in the area of recovery of individuals and regions affected by the war.
