Ukraine and Germany have signed a series of defense agreements worth a total of €4 billion aimed at strengthening air defense, developing unmanned systems, and expanding joint defense production.

The agreements were signed in Germany by Ukrainian Defense Minister Mykhailo Fedorov and his German counterpart Boris Pistorius, in the presence of Ukrainian President Volodymyr Zelensky and German Federal Chancellor Friedrich Merz.

A key outcome of the agreements is the strengthening of Ukraine’s air defense system. In particular, a contract was signed with Raytheon for the supply of several hundred Patriot missile interceptors worth €3.2 billion. The financing will be provided by Germany. This will significantly enhance the protection of critical infrastructure and cities.

In addition, the deal includes the delivery of 36 launchers for IRIS-T air defense systems. The agreement is valued at approximately €182 million and will also be financed by the German side.

Mykhailo Fedorov thanked Germany for its leadership and comprehensive support.

Another key area is the development of joint defense production.

Within the Build with Ukraine initiative, the parties agreed to launch production of mid-strike drones using innovative technologies, including artificial intelligence components. The project foresees the creation of a joint venture in Germany, financed by Germany, with all produced drones to be supplied to Ukraine’s Defense Forces. In the initial phase, this will amount to about 5,000 mid-strike drones.

Agreements were also reached on financing Ukraine’s deep-strike capabilities, including €300 million in investments for long-range weapons production.

The agreements are part of mutually beneficial cooperation between Ukraine and Germany, as outlined in the War Plan.
