The US and NATO Launch a New Support Mechanism for Ukraine through the Prioritized Ukraine Requirements List (PURL) Initiative

The United States and NATO have launched a new mechanism called the Prioritized Ukraine Requirements List (PURL) aimed at ensuring the rapid delivery of systems and weapons—largely sourced from the US—to strengthen Ukraine’s defense capabilities and create conditions for achieving a just and sustainable peace.

This initiative stems from agreements between Ukrainian President Volodymyr Zelenskyy, US President Donald Trump, and NATO Secretary General Mark Rutte. Under this mechanism, NATO member states and partners will be able to finance the delivery of American arms and technologies through voluntary contributions.

PURL involves creating a list of equipment and ammunition based on Ukraine’s requests, verified by the Supreme Allied Commander Europe (SACEUR). New aid packages will be announced regularly.

NATO will coordinate deliveries within this framework, using existing NATO mechanisms, including the NATO Security Assistance and Training to Ukraine (NSATU).

The Netherlands has committed to funding the first aid package worth 500 million euros, with weapon deliveries expected soon. Further important announcements are anticipated in the near future.
