On Sunday, January 25, Russian forces deliberately shelled the Kherson Combined Heat and Power Plant (CHPP) with artillery and drones.
This was reported by Serhiy Koretsky, Chairman of the Board of NJSC Naftogaz of Ukraine, which owns the CHPP.
“The heating situation in Kherson is one of the most critical,” Koretsky wrote on Facebook.
The CHPP was the only source of heat for tens of thousands of Kherson residents. Those remaining in the city are being provided with alternative heat sources, such as electric or gas heaters.
According to the head of the Kherson Regional Military Administration, Oleksandr Prokudin, the intensity of attacks on Kherson has increased recently.
“Currently, the Russians are using ‘Molniya’ systems more frequently. One critical infrastructure facility can be hit by 20 such ‘Molniyas’ in a single day. They also use them as drone carriers, which carry FPV drones to extend their range. Artillery strikes occur daily, and multiple rocket launcher systems fire daily. If you live in Kherson, you hear explosions every two minutes,” Prokudin said on Monday during a national telemarathon broadcast.
The Kherson CHPP was the city’s main producer of thermal energy. In early December, the plant was forced to shut down due to shelling, leaving 470 buildings – more than 40,500 subscribers – without heat.
Before the war, Kherson’s population was nearly 280,000, but by mid-2025 it did not exceed 65,000. Two-thirds of the population in 2025 were elderly residents.
