An event was held in Kyiv to mark the launch of an Italy-funded programme supporting vulnerable populations in the regions of Ukraine most affected by the war. The event was attended by Ukraine’s Minister of Social Policy, Family and Unity, Denys Uliutin, the Ambassador Extraordinary and Plenipotentiary of the Italian Republic to Ukraine, Carlo Formosa, as well as representatives of Ukrainian, Italian, and international non-governmental organizations.
The €45 million programme предусматриes the implementation of more than 20 projects in the field of social protection and humanitarian assistance. The initiative includes, in particular, cash assistance to vulnerable population groups, development of social services, psychosocial and medical support, as well as the arrangement of temporary accommodation facilities.

Denys Uliutin thanked the Italian side for its support and emphasized the importance of avoiding duplication of resources to ensure their efficient allocation.
“For us, it is important that international support functions as part of a unified assistance system. We are consistently transitioning from a fragmented model of social protection based on status to a system grounded in people’s real needs. That is why it is essential for us that partners coordinate their assistance with national policy and максимально use state mechanisms,” Denys Uliutin noted.

For his part, Carlo Formosa stressed that the new initiative continues Italy’s systematic humanitarian support for Ukraine. According to him, two previous programmes enabled the implementation of around 40 projects with the participation of 60 NGOs, reaching approximately 1 million people.
The current €45 million programme is one of Italy’s largest humanitarian contributions abroad and will primarily focus on supporting regions close to the frontline that are most affected by the war.
