4 Ukrainian nanufacturers signs €800M defense tech deals with Denmark, Finland, Latvia

Ukrainian defense manufacturers signed a package of agreements with partners from Denmark, Finland, and Latvia, with a total value of around €800 million. The agreements cover cooperation in the production of unmanned systems and ground robotics, as well as preparations for scaling these products for the European market. Some documents establish the initial level of cooperation, while others define the framework for future steps and production programme plans.

The main goal of these partnerships is to rapidly increase production of solutions needed by Ukraine and integrate Ukrainian technologies into EU industrial supply chains in compliance with partner countries’ standards.

The agreements were signed by:

Culver Aerospace (Ukraine) and Copenhagen Global A/S (Denmark) – focusing on manufacturing cooperation for unmanned aerial systems within a five-year program. The partnership targets two classes of products: long-range strike UAVs (up to 2,500 km) and medium-range strike UAVs (up to 400 km).

TENCORE (Ukraine) and INSTA (Finland) – cooperating on the TerMIT ground robotics platform and production of ground robots for Ukraine.

Remtecnology (Ukraine) and New Paakkola Oy (Finland) – collaborating on the production of the tactical multi-purpose ground robotics platform LEGIT. The project is currently in the stage of establishing a joint venture in Finland and moving toward scaling and commercialization. Plans include producing 1,500 units for the Ukrainian military, with further expansion in subsequent years.

Terminal Autonomy Ukraine (Ukraine) and SIA Baltic Forces (Latvia) – signed an agreement establishing a framework for future cooperation in unmanned systems (reconnaissance, medium-range strike systems, long-range strike systems) and missile solutions, including cruise missiles and air defense systems. Currently, this is a preliminary stage without binding commercial or technical obligations.

“It is symbolic that these signings took place on February 24. On a day that became a major trial for Ukraine, we are finally talking about scaling and systematic industrial cooperation with European partners. We greatly value this trust and are glad that the Build with Ukraine model is working in practice,” said Ihor Fedirko, Executive Director of the Ukrainian Arms Council.

 

 

“Such partnerships strengthen capabilities and allow more efficient use of resources, knowledge, and technology compared to working in isolation. This cooperation enables results that cannot be achieved alone. Moreover, in today’s environment, where speed is critical, production cooperation often becomes the key to success,” said Maksym Vasylychenko, CEO of TENCORE, representing Ukrainian robotic forces.

The February 24 signings reflect a broader trend: Ukrainian manufacturers who rapidly developed products for real combat needs are moving toward systematic industrial cooperation with European partners. This accelerates serial production, strengthens supply chain resilience, and prepares products for long-term international market operations.

Partnerships with Denmark, Finland, and Latvia create a foundation for:

  • Expanding production capacity and faster scaling of critically needed systems
  • Diversifying production and logistical risks during wartime
  • Adapting to European standards, quality procedures, and compliance requirements
  • Transitioning from one-off contracts to long-term industrial cooperation with EU companies

Build with Ukraine is a model that establishes production lines in partner countries, exports manufacturing technologies, integrates Ukrainian expertise into allied supply chains, and implements joint projects (co-production or JV) with Ukrainian companies.
