A team of officers from the Heroes of Kruty Military Institute of Telecommunications and Informatization (VITI) has developed an AI system that integrates intelligence data and helps commanders make combat decisions more quickly.
At the NATO TIDE Hackathon 2026 in Iceland, the system was recognized as the best solution among 33 teams from over 15 NATO member and partner countries.
Ukraine was represented by two teams in the challenge Automated Intelligence Fusion and Analysis Informed Targeting — one of the key areas in intelligent processing and analysis of intelligence data.
First place was awarded to the VITI team — JAM Team.
Officers from the Department of Computer Science and Intelligent Technologies developed a prototype multi-agent AI system, ODIN, which:
- Automatically integrates intelligence data from heterogeneous sources
- Performs adaptive target prioritization
- Generates courses of action (kinetic, non-kinetic, cyber)
- Reduces the decision-making cycle for commanders at all levels in real time
“We had four days to create a solution that automatically processes intelligence data from various sources and transforms it into clearly prioritized targets. That’s how ODIN emerged — a multi-agent AI system that consolidates information, filters out unnecessary data, and provides the commander with a clear real-time picture. In the end, ODIN was recognized as the best solution among NATO teams, including representatives of leading technology and defense companies. And this is just the beginning — the system has potential for further development within the NATO Next Generation Targeting initiative,” the VITI team said.
Another Ukrainian team, the Unmanned Systems Forces team (One I See), took fourth place among 12 teams in the same challenge, further demonstrating the high level of expertise of Ukrainian military specialists in AI and intelligence data processing.
The TIDE Hackathon is a key platform for developing operational interoperability and implementing innovations within NATO structures. The participation and victory of Ukrainian military teams demonstrate the Armed Forces of Ukraine’s ability to establish digital superiority, integrate into joint Alliance technology initiatives, and make a significant contribution to Euro-Atlantic security.
