Ukraine’s Parliament Commissioner for Human Rights, Dmytro Lubinets, has sent letters to the United Nations demanding that it record the fact that Russian forces blew up a dam near Kostiantynivka in the Donetsk region and provide a clear international legal assessment of the actions of the aggressor state.
The Ombudsman reported this on Facebook.
According to him, Russia is once again deliberately creating the threat of a humanitarian catastrophe. This time, Russian sources published footage of the destruction of the dam near Kostiantynivka in the Donetsk region.

This could lead to the flooding of populated areas, destruction of critical infrastructure and life-support systems, and the damage of roads and bridges. It may result in people losing their homes and livelihoods, contamination of soil and water, and the death of entire ecosystems.
Lubinets recalled that under international humanitarian law, dams are granted special protection and their destruction is strictly prohibited. Such actions by Russia constitute a war crime and a gross violation of the Geneva Conventions.
The Human Rights Commissioner sent the relevant letters to the UN, calling for the incident to be officially recorded and for a clear international legal assessment of the aggressor state’s actions.
