Drones attacked two Russian cities — Orsk and Perm — overnight, hitting an oil refinery and an oil pipeline company facility, according to local authorities, OSINT analysis, and social media reports.

In Orsk, drones struck a local oil refinery in the morning. The city is located more than 1,400 kilometers from the Ukrainian border. The ASTRA Telegram channel, citing OSINT analysis, identified the target as the Orsk oil refinery “Orsknefteorgsintez.”

Orsk mayor Artem Vorobyov confirmed the attack and urged residents to follow safety instructions. Temporary restrictions were introduced at Orsk airport, including the suspension of flight operations.

The Orsk refinery, one of Russia’s largest oil-processing plants, is located in the Orenburg region. It processes around 6 million tonnes of crude oil annually and produces gasoline, diesel fuel, fuel oil, bitumen, and aviation kerosene, supplying both domestic and export markets. The facility has previously been targeted in drone attacks in 2025.

In a separate incident, drones also reached the city of Perm, where a fire broke out at an industrial site. Local authorities confirmed the strike on one of the city’s industrial facilities.

Social media reports indicated that the affected site belongs to the oil pipeline company Transneft. Governor of the Perm region, Dmitry Makhonin, confirmed the incident.

Emergency and fire services were deployed to the scene. Authorities said the situation is under control, while a drone threat regime remains in place in the region.
