14-country European delegation inspects Kyiv Thermal Power Plant after attacks

Ukraine’s Deputy Prime Minister for Reconstruction — Minister for Communities and Territories Development, Oleksiy Kuleba, together with Members of the European Parliament and national parliamentarians from 14 European countries, visited one of Kyiv’s thermal power plants (TPP).

The delegation included chairs and members of defense and international affairs committees from Germany, France, Italy, Denmark, Sweden, Poland, Spain, Lithuania, Estonia, Austria, the Czech Republic, Finland, Hungary, and Slovakia. They witnessed firsthand the aftermath of 13 missile and drone attacks on the critical infrastructure facility, nine of which occurred during the current heating season alone.

 

 

Before the full-scale war, the plant supplied heat and hot water to over 500,000 residents of Kyiv — more than 1,100 residential buildings, as well as schools, kindergartens, and medical facilities.

Despite extensive damage, over 700 plant employees continue restoring equipment and maintaining operations.

“We showed our partners the real consequences of attacks on civilian energy infrastructure. This is not a military target — it is heat for people,” emphasized Oleksiy Kuleba.

 

During the visit, the Deputy Prime Minister for Reconstruction appealed to partners for continued support of Ukraine’s energy sector. The plan for preparation for the next heating season was presented, outlining the country’s needs for developing distributed generation, building modular capacities, and ensuring backup power.

Ukraine’s total emergency requirement for additional electricity and heat capacity exceeds 1,800 MW.
