Ukrainian tactical communications developer HIMERA and Finnish defence technology company Bittium have agreed to a partnership. The manufacturers plan to combine efforts to strengthen the defence capabilities of Ukraine and Finland, as well as to develop joint solutions tailored to NATO requirements. According to a joint statement by the companies, a Memorandum of Understanding was signed during the Ukraine Recovery Conference (URC 2026), currently taking place in Gdańsk, Poland. This year, the annual international event included for the first time a separate track dedicated to security and defence.

As part of the cooperation, Ukrainian and Finnish engineers plan to explore the integration of Bittium’s defence solutions with HIMERA’s tactical communication systems. The joint effort aims to create a resilient, anti-jamming and scalable ecosystem for military users at all levels — from an individual soldier in the trenches to operational command structures.

Finland’s Bittium has been developing secure communications solutions for over 20 years in cooperation with the Finnish Defence Forces. The company produces tactical IP networks, software-defined radios, and secure smartphones certified to NATO standards for handling classified information.

Ukrainian startup HIMERA was founded in 2022 to address the shortage of tactical communications on the battlefield under conditions of intense enemy electronic warfare. The radios and communication systems developed by the company are resistant to jamming, easy to use, and relatively inexpensive to produce. They are currently actively used by Ukrainian forces on the front line.

“Both Finland and Ukraine know what it means to take security seriously. HIMERA has demonstrated outstanding capabilities under real operational conditions. Together we can offer something truly valuable for both countries and beyond. We look forward to developing solutions that will serve both Finnish and Ukrainian armed forces and can scale to meet NATO needs,” said Tommi Kangas, Senior Vice President of Bittium Defence & Security.

HIMERA co-founder and CEO Mykhailo Rudomynskyi emphasized that the partnership is a natural step due to the shared security challenges facing both countries. According to him, the Ukrainian side is ready to share its unique battlefield experience and lessons from modern high-tech warfare with European partners.
