At the Ministry for Communities and Territories Development, a meeting was held as part of the Second JUPITeR Public-Private Mission with representatives of 11 private Japanese companies.
The Japanese business representatives arrived in Ukraine to present technological solutions for reconstruction and modernization in the areas of infrastructure and housing. Some of these companies are already operating in Ukraine and plan to expand their activities. The meeting on the Ministry’s side was led by Deputy Minister Marina Denysiuk, and on the Japanese side by Kenichi Kawamura, Deputy Minister of Land, Infrastructure, Transport and Tourism of Japan for International Projects. The main goal of the meeting was to involve the Japanese private sector in long-term projects for rebuilding Ukrainian infrastructure.
Previously, with Japan’s support, railway tracks were delivered for Ukraine’s rail infrastructure, and prefabricated bridge structures were assembled. In some regions, Japanese machinery and equipment are already being used in demining and waste management. During the presentation session, Japanese companies showcased innovative technologies across various sectors. The Ministry is considering integrating these solutions into current and future reconstruction projects.
Ukraine is a reliable partner for localizing production, implementing innovative Japanese technologies, and creating joint ventures. Ukraine’s negotiations for EU accession open additional opportunities for integrating Japanese private companies into the European market.

Specifically, the presentation covered technologies for:
- Silent installation of foundation supports for rapid reconstruction of bridges and ports in complex conditions or dense urban areas
- Remote operation of construction machinery for work in hazardous zones
- Management of debris and waste
- Recycling construction waste and wet soil into high-quality materials for road or agricultural land reconstruction
- Construction, modernization, or restoration of water supply and wastewater systems
- Humanitarian demining of water bodies and other directions
- The Ministry’s team will coordinate the interaction of Japanese businesses with local authorities and relevant state enterprises, such as the Reconstruction Agency and Ukrzaliznytsia.
For reference: the JUPITeR platform was launched in January 2025 to involve Japanese technologies and expertise in Ukraine’s reconstruction process. The initiative focuses on cooperation in transport infrastructure, housing construction, logistics, and the restoration of critical infrastructure facilities.
