The Ukrainian dairy industry has received a practical roadmap for preparing to operate under European Union rules. In Kyiv, the Roadmap for the integration of Ukraine’s dairy sector into the EU was presented, outlining key stages for harmonizing Ukrainian legislation, veterinary and phytosanitary requirements, and food safety standards with European norms.
The document is intended to serve as a tool for preparing the sector for full integration into the EU single market and strengthening the competitiveness of Ukrainian dairy products.
During the presentation, Deputy Minister of Economy, Environment and Agriculture of Ukraine Taras Vysotskyi stressed that the roadmap has already been aligned with the National Plan for adapting legislation to EU law and with European technical benchmarks. Its implementation requires continuous coordination between the state, businesses, and industry associations.
“The roadmap is already a practical tool for the entire industry. It contains clear deadlines, a list of regulatory changes, and implementation directions. Today, most Ukrainian milk and dairy producers are already potentially able to be part of EU production chains — both in terms of raw material quality and finished product standards. Our task is to help the remaining enterprises go through this path and ensure full implementation of European standards,” Vysotskyi said.
According to him, the roadmap will serve as a key guide for the relevant working group and will ensure systematic monitoring of tasks related to legislative adaptation to EU norms, the introduction of veterinary and phytosanitary requirements, and food safety standards.
During the forum, participants also discussed mechanisms for cooperation between government bodies, businesses, industry associations, and international partners to accelerate the integration of Ukraine’s dairy sector into the EU single market.
The roadmap was developed by the Committee on European Integration of the Union of Dairy Enterprises of Ukraine in partnership with the Association of Milk Producers of Ukraine, with support from the Swiss-Ukrainian QFTP program, the Embassy of the Kingdom of the Netherlands in Ukraine, and under the coordination of Prospex International.
