Ukrainian cyber resilience in the spotlight: Google presented the Ministry of Digital Transformation case at a security conference

Ukraine is among the top five targets for hackers worldwide. To ensure that government services can withstand any attacks, the Ministry of Digital Transformation deploys leading solutions from global tech giants, including Google.

At the Munich Security Conference, Google presented a study on the digital resilience of governments. Ukraine’s experience was at the center of attention. Government services operate on secure technologies:

  • The AI assistant Diia.AI — the first national AI agent providing government services. It runs on the Gemini model, certified to the highest security standards. Importantly, it ensures full privacy: the model processes requests but does not store data or use it for further training.
  • Ukraine is building a national large language model based on Gemma. Thanks to Gemma’s open architecture, Ukraine can deploy the model on its own sovereign infrastructure, retaining full control over the data.
  • Cloud technologies. By moving Ukrainian services from local systems to Google cloud solutions, Ukraine has protected government data from Russian missile strikes and cyberattacks targeting physical infrastructure. The cloud automatically verifies every access and device, creating a level of security unreachable by outdated local systems.

Ukraine’s digital transformation experience is becoming a model for the democratic world, including NATO countries. Learn more about how these innovations protect Ukraine’s digital borders through the link.
