Ukraine’s reconstruction needs have already reached $588 billion

Ukraine’s Deputy Prime Minister for Reconstruction and Minister for Communities and Territories Development, Oleksii Kuleba, spoke at the 16th meeting of the Steering Committee of the Ukrainian Donor Platform in Kyiv.

“In recent days, the enemy has again carried out massive attacks across Ukraine. In just two days, more than 900 drones were launched. This is a deliberate tactic: targeting civilian infrastructure and logistics, creating pressure on people and the economy. That is why resilience plans are a key priority. The total funding required to implement them exceeds €5.4 billion. At the same time, we face significant challenges in other sectors. Ukraine’s overall reconstruction needs have already reached $588 billion,” Kuleba said during the meeting.

He noted that Ukraine’s priority reconstruction needs for 2026 amount to $15 billion, but only 38% of the required funds have been secured. The largest deficits are in the energy, transport, and housing sectors.

“At the same time, we are not waiting. Ukraine is already financing the operation of hundreds of critical infrastructure facilities, implementing protective measures, building new solutions, and preparing for the next heating season,” the minister added.

The event was attended by G7 countries, the European Union, international financial organizations, and partners—over 25 participants and more than 100 government and institutional representatives. It serves as a key platform for coordinating international aid to Ukraine.
