Ferry terminal at Chornomorsk port to be transferred under concession

Ahead of the Ukraine Recovery Conference 2026 in Gdańsk, the Ministry for Communities and Territories Development of Ukraine presented to international investors a concession project for the ferry terminal at the port of Chornomorsk. This is the second concession project in the port sector initiated by Ukraine to attract international business to public-private partnership projects.

The project was presented by the Ministry in cooperation with the European Bank for Reconstruction and Development and the International Finance Corporation. The event was attended by representatives of international and Ukrainian companies, including port operators, business associations, and international financial institutions.

“Ukraine’s recovery is impossible without attracting private capital. The scale of destruction caused by Russia to Ukraine’s infrastructure requires new approaches to financing and development. That is why we are building a systematic portfolio of public-private partnership projects and creating clear and transparent conditions for investors. The concession of the ferry terminal in Chornomorsk is another signal to international business that Ukraine is ready for partnership and joint implementation of strategic infrastructure projects,” said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development.

 

The ferry terminal concession is part of a broader public-private partnership project portfolio that the Ministry will present at URC 2026. In total, the portfolio includes more than 30 projects in transport, port, railway, road, and municipal infrastructure, 15 of which are priority projects for launch in 2026. Key parameters of the project include:

  • a 35-year concession term
  • at least $40 million in investment over the concession period
  • maintenance of throughput capacity at around 2 million tons of cargo annually, with potential for further growth
  • annual concession payments to the state budget
  • preservation of existing and creation of new jobs

The project is being prepared with the support of the EBRD and the International Finance Corporation in accordance with international standards for concession project development. This includes a transparent competitive selection procedure and clear participation rules for potential investors.

The presentation of the ferry terminal continued the work on implementing concession projects at the port of Chornomorsk. Previously, the Ministry initiated a concession for the first (universal) terminal of the port, which has already attracted significant interest from international operators and is currently at the competitive dialogue stage.
