Ukraine and Spain sign bilateral agreements on finance, defense, and rail modernization

In Madrid, five bilateral documents were signed in the presence of Ukrainian President Volodymyr Zelensky and Spanish Prime Minister Pedro Sánchez.

“Today there are new defense agreements between Ukraine and Spain, as well as with our private sector and companies. There is progress in economic and infrastructure cooperation between us, as the Prime Minister mentioned regarding the railway. These are important decisions. Humanitarian and diplomatic cooperation between our countries also continues,” the Head of State said.

The agreement on technical and financial cooperation between the governments of Ukraine and Spain establishes the legal framework for implementing various programmes and projects in Ukraine with financial support from the Spanish side. The document defines key forms of assistance, including the transfer of new technologies, equipment, and consulting.

A memorandum of understanding between the ministries of defense of Ukraine and Spain on joint production in Spain provides for the co-development and manufacturing of comprehensive defense systems to strengthen the industrial capacities of both countries. Plans include technology exchange, sharing knowledge and experience, conducting defense research, and developing new defense systems.

A memorandum of understanding between the Diplomatic Academy of Ukraine’s Ministry of Foreign Affairs and the Diplomatic School of the Spanish Ministry of Foreign Affairs and Cooperation will enhance cooperation in diplomatic education. This opens opportunities for exchanging experience, academic programmes, and research.

A contract between Ukrzaliznytsia and TRIA INGENIERÍA marks the first project under the infrastructure restoration and modernization programme, for which Spain allocated €200 million last November. An innovative freight wagon bogie with automatic track gauge adjustment will be developed. This technology will ensure fast delivery of Ukrainian export cargo across Europe.

A grant agreement for non-repayable financing between Ukrzaliznytsia and the Instituto de Crédito Oficial will support the practical implementation of the automatic track gauge adjustment technology for freight wagons.
