The Ministry of Defense of Ukraine won the international SAP Innovation Awards 2026 in the Financial Futurist category.

The award recognizes the transformation of financial management in the defense sector and the implementation of a modern digital solution based on SAP — the “Budget” information and communication system.

It enables the integration of key financial data within the Ministry of Defense and the Armed Forces of Ukraine into a single digital environment. The system provides real-time visibility into how much funding has been allocated, used, and remains available within the military. Its use allows for quick identification of delays, adjustment of plans, and responses to inefficient use of resources.

“The ‘Budget’ system operates as a unified digital environment for planning and controlling military expenditures. It is already used at management levels and is gradually being scaled to military units, allowing us to move away from manual reporting and receive accurate data directly from where funds are used,” said Oksana Ferchuk, Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformation, and Digitalization.

SAP is a system for managing defense resources used by over 90% of NATO countries’ armed forces. It enables real-time visibility of available resources, tracking of their movement, planning of supplies, and decision-making based on up-to-date data.

The implementation of SAP-based solutions is part of the broader systemic digital transformation of Ukraine’s defense sector.

SAP-based services are already used for:

  • logistics management;
  • financial planning and control;
  • accounting of material resources.

In particular, a digital Logistics Management System based on SAP is already operating within the Defense Forces, improving the accuracy and speed of supply to units.

As of today, more than 1,000 military units and 4,500 users within the Defense Forces are working with SAP-based systems.

In 2026, the Ministry of Defense plans to complete full digitalization of processes related to personnel management, financial management, and the management of material assets, weapons, and military equipment.

The SAP Innovation Awards recognize organizations that use digital technologies to drive real change and improve management efficiency.

The victory of the Ministry of Defense of Ukraine demonstrates a shift from isolated IT solutions to a systemic digital defense architecture, where data becomes the foundation of governance.

The implementation of SAP helps reduce decision-making time, increase transparency in resource use, ensure control and accountability, and effectively scale management processes under wartime conditions.
