Ukraine has received the conditions for accession from the European Union for the final three negotiation clusters, Prime Minister Yulia Svyrydenko announced on Telegram.
“Today, the Ukrainian delegation in Brussels received from the European Union the conditions for accession for the final three negotiation clusters. These are Cluster 3: ‘Competitiveness and Inclusive Development,’ Cluster 4: ‘Green Agenda and Sustainable Connectivity,’ and Cluster 5: ‘Resources, Agriculture, and Cohesion Policy,’” the statement reads.
According to Svyrydenko, this is the first time in history that Ukraine has received a full set of conditions that must be fulfilled for EU membership. Previously, in December 2025, Ukraine received benchmarks for three other clusters: Cluster 1 ‘Foundations of the EU Accession Process,’ Cluster 2 ‘Internal Market,’ and Cluster 6 ‘External Relations.’
“We are confidently advancing along the determined path of European integration. The next steps are the successful closure of the clusters and signing the accession treaty, which will mark the final step toward Ukraine’s full EU membership,” the Prime Minister emphasized.
She also stressed that the government will continue to implement the accession requirements, carrying out necessary reforms, measures, and reporting to the EU.
