Over 4 million Ukrainians remain under EU protection status

As of March 31, 2026, a total of 4.33 million Ukrainian citizens who fled the war held temporary protection status in the EU.

These figures were published by Eurostat.

Compared to the end of February 2026, the total number of Ukrainian citizens under temporary protection decreased by 68,980 people.

The EU countries hosting the largest numbers of Ukrainian refugees were Germany (1,274,955 people, or 29.4% of the EU total), Poland (961,405; 22.2%), and the Czech Republic (379,820; 8.8%).

 

 

Among EU countries, the number of people under temporary protection increased in 14 countries and decreased in 13. The largest absolute increases were recorded in Germany (+7,480), Spain (+2,665), and Romania (+2,125). The largest decrease was recorded in Italy (-30,365), linked to the simultaneous expiration of a large number of permits at the end of the month as part of the annual renewal procedure. The Czech Republic (-19,810) and Finland (-8,080) followed.

The highest ratio of people granted temporary protection per thousand inhabitants was recorded in the Czech Republic (34.8), Poland (26.3), and Slovakia (26.2), while the EU average stood at 9.6 per thousand population.

As of March 31, 2026, Ukrainian citizens accounted for more than 98.4% of all people under temporary protection in the EU: adult women made up 43.3%, minors 30.1%, and adult men slightly more than a quarter (26.6%) of the total.

On June 13, 2025, the European Council decided to extend temporary protection for these persons from March 4, 2026, until March 4, 2027.
