The Kremlin is coordinating large-scale hybrid operations in Europe aimed at discrediting Ukraine and fueling internal conflicts within EU member states.
This was reported by the Center for Countering Disinformation under Ukraine’s National Security and Defense Council citing Organized Crime and Corruption Reporting Project documets.
Analysts referred to documents obtained by journalists from Delfi Estonia and shared with the international investigative network OCCRP.
According to the leak, Moscow uses the sanctioned “Social Design Agency” to organize these attacks, with its activities being directly supervised by officials from the Russian presidential administration.
The published files revealed detailed planning of hybrid attacks for 2025–2026, ranging from planted pig heads near mosques in Paris and the desecration of the Holocaust Museum to plans for vandalizing a monument to Charles de Gaulle allegedly in the name of “Ukrainian nationalists.” The documents also contain information about a project spreading a fake story about the “elite real estate of the President of Ukraine,” which was described in the files as a “successful campaign.”
The Center for Countering Disinformation emphasized that the investigation clearly demonstrates the enormous scale and systematic nature of Russia’s covert influence network in Europe. The involvement of recruited agents abroad in carrying out Kremlin information operations creates a long-term hybrid threat that requires European countries to strengthen oversight of structures linked to Russia.
