The Kondensat oil refinery in Kazakhstan’s West Kazakhstan region will process Russian crude oil and supply up to 70% of the gasoline and diesel it produces to Russia.
Kazakh Energy Minister Yerlan Akkenzhenov announced the arrangement at a briefing on August 25, according to Radio Azattyq.
Akkenzhenov said an agreement with the Russian side had already been reached and that he saw no obstacles to Russian oil supplies because the owner of the refinery is not subject to sanctions.
The remaining 30% of the petroleum products produced by the refinery are expected to remain on Kazakhstan’s domestic market.
According to the minister, Russian crude deliveries to the plant could begin soon.
The oil will be transported to the refinery by rail. Although the facility is located close to the Russian border, it is not connected to the oil pipeline systems of either country. The volumes processed and supplied will therefore depend on the capacity of the railway infrastructure.
The privately owned Kondensat refinery has an annual processing capacity of up to 850,000 tonnes. The largest shareholder in the company that owns the refinery is Birinshi Shina Company LLP.
Since 2024, the refinery has been receiving orders from Russia’s Tatneft, which is subject to Canadian and UK sanctions.
