CIHEAM Bari hereby announces a Call for Expressions of Interest for the purpose of establishing a shortlist of suppliers for the procurement of agricultural inputs in Ukraine and neighbouring countries, Odessa region, Ukraine.
CIHEAM Bari intends to identify local suppliers in Ukraine for the procurement of agricultural inputs, namely:
- chemical fertilizers (potassium, phosphate and urea fertilizers);
- concentrated feed for sheep, goats, pigs, cattle (dairy and beef) and poultry;
- phytosanitary products (herbicides, fungicides and insecticides);
- veterinary vaccines and medicines;
- irrigation equipment;
- agricultural machinery;
- food processing equipment.
Procurement will be carried out in small quantities and on an order-by-order basis under a Framework Agreement (EU PRAG rules). The quantities of goods for each item have not been determined in advance and will depend on the needs of CIHEAM Bari and the requests of the project beneficiaries.
Eligibility and Participation Conditions
Participation in this procedure, financed by the Italian Agency for Development Cooperation (AICS), is open to all without restriction.
Each applicant may submit no more than one application, regardless of the form of participation. Subcontracting is prohibited.
Applicants must meet the established eligibility and selection criteria.
The full text of the official Call for Expressions of Interest, the Guidelines for Applicants and the application forms are available in the relevant documentation. The shortlist established as a result of this procedure will remain valid for four years from the date of publication.
Submission of Applications
Applications must be submitted using ANNEX I and ANNEX II. Applications are preferably submitted in English; however, the Contracting Authority will also accept applications submitted in Ukrainian.

Applications may also be submitted by post, courier service or in person to:
CIHEAM Bari (33/3 Marselska Street, 65000 Kryzhanivka, Odessa, Ukraine). The deadline for submission of applications for the establishment of the initial shortlist is 26 September 2026.
After the submission deadline, the Evaluation Committee will examine the applications received and establish a shortlist of candidates who meet the eligibility and selection criteria.
At the same time, the Call for Expressions of Interest will remain open throughout the entire validity period of the Framework Agreement.
Applications submitted after the initial deadline may still be submitted and will remain valid for consideration; however, they will not be taken into account for the establishment of the initial shortlist.
Such applications may be assessed during the subsequent annual review and update of the shortlist.
