The World Economic Forum (WEF), in partnership with two GovTech centers—GGTC Berlin and GGTC Kyiv—has initiated the creation of an international analytical platform, the GovTech Intelligence Hub. Its purpose is to unite the best knowledge, experience, and analytics in the field of digital transformation of the public sector.
The GovTech Intelligence Hub serves as a space for the exchange of ideas, research, practical case studies, and opinion columns from digital leaders worldwide. The platform provides a comprehensive view of how technology is transforming public services, from strategy formulation to implementation at national and regional levels.
The creation of the Hub is a logical continuation of the efforts by GGTC Berlin and GGTC Kyiv in the global development of the GovTech sector. In January 2025, the Global GovTech Board was launched in Davos—a global community of digital ministers focused on jointly addressing key challenges of digital transformation. The GovTech Intelligence Hub is an initiative that logically continues the development of the global GovTech sector and focuses on accumulating and disseminating expertise in digital governance.
"The launch of the GovTech Intelligence Hub opens a new chapter in the development of international digital cooperation, resulting from the shared ambition of countries to make governance technologically mature, efficient, and citizen-oriented. We are proud to be among the first participants in the platform—not only because our solutions have been tested in crisis conditions—first with the COVID-19 pandemic and later with the full-scale invasion—but also because we believe in collaboration and reliable partnerships. GovTech has the power to transcend borders—it can be scaled, adapted, and implemented worldwide, especially in times of trials when the resilience of state infrastructure is critically important," said Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.
The Hub is already publishing:
-
Opinion columns from digital ministers and transformation leaders from various countries.
-
Analytical materials, research, and international expertise in the areas of innovation, policies, and technology implementation.
-
Examples of effective digital solutions in public governance—ranging from municipal to national levels.
"We are proud of our partnership with GGTC Kyiv and GGTC Berlin in launching the GovTech Intelligence Hub—a unique platform designed to scale innovations in the public sector and become a powerful catalyst for collaboration, experience exchange, and real-world impact on a global scale," said Kelly Omundsen, Head of GovTech and Executive Committee Member of the World Economic Forum.
Ukraine has actively contributed to the launch of the platform: GGTC Kyiv is a co-initiator and partner of the project. Among the first publications are cases of Ukrainian digital solutions (Diia and projects from the ecosystem, eHealth, uResidency, etc.). In the future, columns, articles, and analytics from other digital leaders in Ukraine will also appear on the platform, sharing transformation practices that have already proven effective in real conditions.
"We firmly believe that digital transformation in governance must be based on data, innovation, and the best global experience. As a key partner of the GovTech Intelligence Hub, we strive to combine research with practical implementation, showcasing the most successful cases from Ukraine and other countries," said Zoya Lytvyn, Head of GGTC Kyiv.
The GovTech Intelligence Hub is an open platform. Anyone with practical experience in implementing technological solutions in the public sector—from municipal initiatives to national strategies—is welcome to join.

"GovTech Intelligence Hub embodies what I have always believed: true government transformation begins with a clear understanding—what works, why it works, and how to make it better. It’s not about loud slogans, but about deep insights and experiences that truly lead to real change," said Manuel Kilians, Director of GGTC Berlin.
