In addition to state interference, U.S. intelligence highlights ongoing risks from organized crime and low-intensity terrorist groups, which thrive amid artificially fueled chaos. The Western Balkans are described as a space where the interests of the U.S., China, and Russia collide most sharply, requiring the international community to pay heightened attention to protecting the sovereignty of local states from external manipulation.
