President Volodymyr Zelensky stated that contributions to PURL (Prioritized Ukraine Requirements List) this year have already reached $584 million. Overall, according to him, the funding requirement for PURL in 2026 amounts to $15 billion.
“I am grateful to everyone contributing to PURL. In 2026, we have already secured financial contributions from the United Kingdom, Norway, the Netherlands, Sweden, Iceland, and Latvia totaling $584 million,” Zelenskyy said.
He noted that the total funding need for PURL in 2026 stands at $15 billion. According to Zelenskyy, this will help deprive Russia of its instrument of aerial terror.
“We call on everyone interested in security to join and expand their contributions to the PURL program,” the President said.
He added that Russia continues attempts to destroy Ukraine’s critical infrastructure, and PURL remains a reliable mechanism for procuring U.S.-made air defense missiles that most effectively counter Russian ballistic threats. This enables Ukraine to protect its energy system during the winter cold.
“Thank you to every state that helps protect lives. We expect the program to continue operating effectively — it truly makes a difference,” Zelenskyy emphasized.
PURL is a joint U.S.–NATO program launched in 2025 to accelerate the supply of critically important U.S.-manufactured weapons and equipment to Ukraine. Under the program, partner countries finance purchases according to Ukraine’s priority needs list, coordinating contributions through a dedicated NATO fund. This allows Ukraine to quickly receive essential systems, such as missiles for Patriot and HIMARS, directly from U.S. stockpiles, thereby strengthening its defense.
