The Verkhovna Rada has adopted a law ratifying the Agreement between Ukraine, on the one part, and the European Union, on the other part, on Ukraine’s participation in the European Defence Fund (EDF).
Legislative initiative No. 0390 was supported by 312 MPs.
The purpose of the document is to complete the domestic procedures necessary for the entry into force of the Agreement between Ukraine, on the one part, and the European Union, on the other part, on Ukraine’s participation in the European Defence Fund (EDF), signed in Kyiv on July 13, 2026.
The adoption of the law will provide the legal basis for Ukraine’s participation in the Fund, which is a European Union instrument supporting joint defence research and development, as well as strengthening the European defence technological and industrial base.
Ukraine’s participation in the Fund will contribute to:
- deepening defence-industrial cooperation between Ukraine and the European Union;
- involving Ukrainian legal entities in joint projects with European partners in the fields of defence research, development and production of defence products and technologies;
- increasing the technological, innovative and production capacity of Ukraine’s defence-industrial complex.
The implementation of the initiative is expected to promote defence-industrial cooperation with the European Union, attract partner funding for defence research and development, and strengthen Ukraine’s defence capabilities.
