On the night of August 24, the Ukrainian Armed Forces struck the Kamensky Combine military plant in Russia’s Rostov region, according to the General Staff of the Armed Forces of Ukraine. A fire broke out at the facility following the strike, while the extent of the damage is still being assessed.
The Kamensky Combine is part of Russia’s state-owned Rostec corporation and specialises in the production of solid rocket fuel, propellants and explosives. The plant manufactures components for ammunition used by the Uragan, Smerch and Tornado-S multiple-launch rocket systems, as well as missile systems including the S-300 and S-400 and various air-launched weapons. The facility also supplies solid-propellant charges for Iskander-M ballistic missile engines.
Rostov regional governor Yuri Slyusar reported a “massive aerial attack” on the region. He said Kamensk-Shakhtinsky, where the plant is located, sustained the most significant damage. According to Slyusar, 33 private homes, five non-residential buildings and four vehicles were damaged in the city. Authorities declared a local state of emergency in Kamensk-Shakhtinsky and neighbouring Donetsk. No casualties were reported.
This was the second strike on the Kamensky Combine in just over a week. On August 16, Ukrainian forces destroyed two of its workshops and damaged four others. The plant was reportedly struck with Ukrainian Neptune missiles.
The Ukrainian OSINT project CyberBoroshno reported that the facilities hit included production areas for solid rocket fuel and explosives, disrupting the plant’s production chain.
According to analysts, restoring specialised casting and polymerisation equipment under sanctions could take at least several months.
