At the 2026 Kyiv Cyber Resilience Forum, Ukraine, Romania, and Moldova signed a landmark memorandum to establish a regional cybersecurity alliance aimed at jointly countering hybrid and cyber threats, particularly from Russia.
The initiative, which took approximately six months to develop, positions Ukraine as the driving force behind what Natalia Tkachuk, Head of the Information and Cybersecurity Service of the Office of the National Security and Defense Council of Ukraine, described as the world’s first “hybrid alliance” between states. Unlike traditional cybersecurity agreements, this alliance covers both cyberspace and the broader information environment.
“I would like to thank our friends and partners, Romania and Moldova, for your friendship and support. This is important not only because we share a common enemy and common allies, but also because we share common values and a shared understanding that only together can we strengthen and build the cyber resilience of our European region,” Tkachuk said.
The signed memorandum elevates cooperation among the three countries to the level of strategic partnership and outlines several key provisions:
- Information sharing: Participating countries will exchange updates on current cyber threats and incidents.
- Joint training and exercises: Cybersecurity professionals from each nation will participate in coordinated exercises to enhance preparedness.
- Mutual assistance mechanism: In the event of a serious cyber or hybrid attack, a member country may officially request support from its allies, in accordance with national legislation.
- Proactive defense: The alliance commits to collaborative measures for repelling hostile cyber operations.
Tkachuk also noted that the memorandum is open to additional partner countries, with several states already expressing strong interest in joining the initiative.
From Moldova, the memorandum was signed by Mihai Lupascu, Director of the Moldovan Cybersecurity Agency, while Romania was represented by Dan Cimpean, Director of the National Cybersecurity Directorate of Romania.
