Ukraine launches competitive dialogue for Chornomorsk port concession tender

The competitive commission has launched the procedure of competitive dialogue within the concession tender for the first (universal) and container terminals in the port of Chornomorsk.

“Competitive dialogue is a key stage of the project’s implementation. Over the course of 75 days, together with the market, we will work out the optimal concession model: the state provides basic conditions, while investors provide their professional feedback and proposals. This allows us to form a balanced, viable agreement that takes into account the interests of the state, the community, and business,” said Deputy Prime Minister for Reconstruction and Minister for Communities and Territories Development Oleksii Kuleba.

Following the competitive dialogue, the tender commission, with the participation of advisers from the EBRD and IFC, will process the received proposals and prepare the final version of the concession agreement and instructions for participants. After the documents are approved by the ministry, participants will have additional time to prepare and submit legally binding bids.

As noted by the Ministry for Development, the project in the port of Chornomorsk could become the largest public-private partnership project in Ukraine’s port sector in history and the first such project implemented during the full-scale war. It provides for attracting a reliable investor to modernize port infrastructure, improve terminal efficiency, preserve over 1,000 jobs, and ensure long-term revenues for state and local budgets.
