Ukraine and Syria have signed an intergovernmental agreement aimed at strengthening cooperation on mine action. The document was signed by Ukraine’s Deputy Minister of Economy and Environment Ihor Bezkaravainyi, who is on an official visit to Damascus, and Syria’s Deputy Minister for Emergency Situations and Disaster Management Mustafa Munir.
The agreement provides for measures to clear war-affected territories and return them to productive use, as well as the development of information management systems, including innovative mechanisms for prioritising areas for clearance. Ukraine is also ready to share its experience and train specialists in non-technical survey, demining, quality management and other areas of humanitarian mine action.
“It is very important for Ukraine to share its experience in mine action with countries that, like us, have suffered contamination from explosive remnants of war. The technologies we have successfully used for several years to clear land, as well as our approaches and tools, could be useful to Syria in demining its territory. The use of drones for the remote detection of mines and other explosive ordnance, mapping war-affected areas and other approaches will help accelerate land clearance. I am convinced that close cooperation in humanitarian demining is the beginning of broader cooperation between Ukraine and Syria that will extend beyond the mine action sector,” Ihor Bezkaravainyi said.
Syria’s Deputy Minister for Emergency Situations and Disaster Management Mustafa Munir highlighted Ukraine’s advanced experience in detecting and neutralising explosive remnants of war, an issue that directly affects the agricultural sector and global food security.
During the visit, the Ukrainian delegation also visited areas where Syrian specialists are carrying out clearance operations.
Ukraine and Syria began discussions on cooperation in 2025 during the Fourth International Food Security Conference, Food from Ukraine, attended by Syrian Minister for Emergency Situations and Disaster Management Raed al-Saleh and Minister of Agriculture and Agrarian Reform Amjad Badr.
