Russian forces attacked a foreign-flagged tugboat in the Odessa region, killing two crew members, both Azerbaijani citizens.

The Ministry for Communities and Territories Development of Ukraine reported the attack on Telegram.

“Russia has carried out another attack on civilian shipping in the Odessa region. The foreign-flagged tugboat Tedy was damaged in the strike. Two crew members, both citizens of Azerbaijan, were killed in the attack,” the ministry said.

According to the ministry, two other Azerbaijani citizens were injured and hospitalised. Six other crew members, also Azerbaijani citizens, received the necessary medical assistance at the scene and did not require hospitalisation.

The ministry stressed that Russia continues to deliberately target civilian vessels and Ukraine’s port infrastructure, posing a direct threat to both Ukrainian and foreign seafarers.

Ukraine is documenting each such incident and continues to inform its international partners about systematic Russian attacks on civilian shipping and transport infrastructure.
