Since the beginning of the full-scale war, the EBRD has invested over €9 billion in Ukraine

Since February 2022, the European Bank for Reconstruction and Development (EBRD) has invested over €9 billion in Ukraine’s public and private sectors.

This was reported by the Ministry of Finance of Ukraine following a meeting between Ukraine’s Finance Minister Serhii Marchenko and representatives of the EBRD.

“Since the beginning of Russia’s full-scale aggression, the EBRD has remained one of Ukraine’s leading donors, investing over €9 billion in the restoration of critically important infrastructure. We sincerely appreciate this support and look forward to further deepening cooperation, including strengthening the Bank’s operational capacity in Ukraine in 2026,” Marchenko emphasized.

 

During the meeting, the parties discussed the implementation status of the current EBRD project portfolio in Ukraine’s public and private sectors, as well as priorities for further financing, including support for Ukraine’s energy system. Attention was also given to reforms of the capital market infrastructure, corporate governance of state-owned banks, and the public investment management (PIM) reform.

Special focus was placed on ensuring a stable heating season. Between 2022 and 2025, the EBRD provided nearly €1 billion for emergency gas procurement, of which €770 million was mobilized in 2025—€500 million under European Commission guarantees and €270 million as a renewable credit line under state guarantees according to signed agreements.

The possibility of allocating €160 million for gas procurement in the near future was also discussed.

Additionally, the parties considered potential instruments to support the financial stability of state-owned enterprises, as well as plans for the privatization of state banks.

The Ministry noted that the total EBRD funding directed to Ukraine over the entire cooperation period amounts to €23 billion. Currently, the active EBRD project portfolio in Ukraine’s public sector includes 17 projects totaling €3.3 billion. More than €1.7 billion of this amount was mobilized in recent years, mainly to support the energy sector (€1.3 billion) and transport (€400 million).
