Renewable energy auctions in Ukraine extended and modernized

President Volodymyr Zelenskyy has signed a law aimed at improving competitive conditions for the production of electricity from renewable energy sources.

This was reported by the press service of the Verkhovna Rada on Telegram.

The law extends the term of auctions for the allocation of renewable energy support quotas until December 31, 2034.

For the period up to December 31, 2029, a support mechanism will be introduced for auction winners in the form of a “green” premium instead of contracts for differences.

To ensure the implementation of renewable energy projects, as an additional alternative to a bank guarantee, financial support will be provided directly to the “Guaranteed Buyer.”

Regarding the bank guarantee itself, it will be reduced: before signing the contract between the auction winner and the Guaranteed Buyer—from €15 to €10 per kilowatt of capacity; and in the case of extending the construction period and commissioning of the facility—from €30 to €10 per kilowatt of capacity. This is intended to reduce the financial burden on auction participants.

Additionally, a permissible deviation of the actual installed capacity of a facility of up to 10% of the capacity for which the auction winner obtained the right to support is allowed. This accounts for the difficulty of ensuring exact compliance between a facility’s installed capacity and the quota acquired by the winner due to the technical characteristics of the generating equipment.
