President Zelensky signs law enabling partners to provide tranche for Ukraine’s reconstruction

President Volodymyr Zelensky has signed the law “On the Ratification of the Financial Agreement ‘Ukraine Recovery Program III’ Tranche B between Ukraine and the European Investment Bank.”

This was reported on the parliament’s website.

The law’s purpose is to complete the domestic procedures required for the Financial Agreement, signed on April 9, 2025, in Brussels, to come into force.

In 2024, the Financial Agreement “Ukraine Recovery Program III” was signed between Ukraine and the European Investment Bank, following the ratification of the Financial Agreement under Law of Ukraine No. 3905-IX of August 20, 2024, “On the Ratification of the Financial Agreement ‘Ukraine Recovery Program I’ between Ukraine and the European Investment Bank.” This agreement provided a loan of €100 million (Tranche A) for recovery, reconstruction, and improvement of critical and social infrastructure, prioritizing subprojects located in areas where critical social infrastructure was significantly damaged or under strong pressure due to internally displaced persons.

According to point (f) of the Preamble of the Financial Agreement, the total cost of the project “Ukraine Recovery Program III” is €250 million.

On April 9, 2025, the Financial Agreement was signed for Tranche B, amounting to €100 million under the Ukraine Facility instrument, to implement measures for the recovery, reconstruction, and improvement of critical and social infrastructure.

The law was drafted to fulfill the domestic procedures necessary for the Financial Agreement “Ukraine Recovery Program III” Tranche B to take effect.
