A working group meeting was held at the Ministry of Development regarding the fulfillment of the concession agreement conditions at Olvia Port under force majeure circumstances.
The event was attended by First Deputy Minister Aliona Shkrum, Deputy Ministers Andriy Kashuba and Yevhen Dubogryz, as well as representatives of the concessionaire, QTerminals Olvia. During the meeting, participants were introduced to the new Group CEO, Marko Nilson.
Andriy Kashuba emphasized that maintaining the investment project at Olvia Port and continuing cooperation with the concessionaire is extremely important for Ukraine’s maritime sector and the economy as a whole. He also noted that it sends a signal to investors that Ukraine is working on restoring current projects and launching new investment initiatives.
“We are deeply grateful that, even amid the unprecedented challenges caused by Russia’s full-scale armed aggression against Ukraine, QTerminals maintains its presence and interest in developing the project. We are ready for constructive dialogue and created this working group to step by step develop amendments to the agreement that take into account changed circumstances,” said Deputy Minister Andriy Kashuba.

During the meeting, participants reviewed proposals submitted by the concessionaire, discussed possible ways to incorporate them, and agreed to delegate representatives from the Working Group to prepare a draft of amendments to the concession agreement. The proposals developed are planned to be presented at the next meeting.
The review of the agreement conditions became possible after amendments to the Law of Ukraine “On Concessions,” which take into account military and political force majeure circumstances and came into effect on October 31, 2025.
On August 14, 2025, the Ministry of Development of Communities and Territories of Ukraine, QTerminals Olvia LLC, and the Qatari company QTerminals signed a Memorandum of Cooperation and Understanding. It outlined the restoration of the concession project at the specialized seaport “Olvia” in Mykolaiv region.
