In Kyiv, President of Ukraine Volodymyr Zelenskyy met with Prime Minister of Norway Jonas Gahr Støre, after which the leaders signed two important documents.
These are the Agreement on Defence and Security Cooperation under the Drone Deal format and the Joint Declaration on a Strategic Partnership (the Ellisiv Accord). The document is named after the daughter of Prince Yaroslav the Wise, who married King Harald Hardrada and became Queen of Norway. Building on years of productive cooperation between the two countries, through this declaration the leaders established a strategic partnership and agreed to develop even broader and longer-term cooperation.

The declaration provides for cooperation in defense and security, energy, and the resilience of both nations. Norway will continue to strengthen Ukraine’s defense capabilities, including through the Nansen Support Programme. Cooperation already covers the maritime, land, and air domains, as well as drones, autonomous technologies, sustainment, and logistics.
The President thanked the Prime Minister of Norway for all the support provided. Today, Jonas Gahr Støre announced that in 2027 his country will provide Ukraine with the same level of assistance under the Nansen Support Programme as this year – around $9 billion.
