Norway has signed an agreement to provide funding through the EU’s Ukraine Facility to help Ukrainian authorities continue delivering critical services and advance reforms, allocating NOK 1 billion for 2026.
The Norwegian government’s press service reported this.
“The funding from Norway will be used to help cover expenditure incurred by the Ukrainian government administration and to keep the wheels of the country turning. It will also be used to support anti-corruption and energy sector reforms,” the government said.
The funding will be provided through the Ukraine Facility, the EU’s dedicated instrument for non-military support to Ukraine. The first component, or pillar, of the mechanism provides financial assistance linked to Ukraine’s progress in implementing reforms agreed with the European Union.
The funds will therefore be disbursed subject to the successful implementation of the Ukraine Plan, under which reforms are being carried out to advance Ukraine towards future EU membership.
“Norway is the first non-EU country to provide funding through the Ukraine Facility,” the government stressed.
“Ukraine’s fight for freedom and independence also entails efforts to build a strong, well-functioning country for the future. Norway is supporting Ukraine’s reform ambitions and its path towards EU membership. At the same time, much-needed funding is being provided to the Ukrainian authorities to enable them to maintain the services the people need,” Norwegian Foreign Minister Espen Barth Eide said.
Norway’s contribution to the first pillar of the Ukraine Facility will be directed towards budget support for the Ukrainian government.
“Building an open, well-functioning, democratic Ukraine is crucial to the country’s future in Europe. The reforms Norway will be supporting under this agreement will also play an important role in facilitating private investment in the reconstruction of Ukraine,” Eide stressed.
