In the fourth year of Russia’s full-scale invasion, Ukraine continues to systematically strengthen its defense in order to force the Russian Federation into peace. Ukraine’s Minister of Defense Mykhailo Fedorov presented an action plan that includes three strategic goals: closing the sky, stopping the advance of Russian forces in every domain, and depriving Russia of the economic resources needed to wage war.

“Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone in the world. The President, the negotiating team, and diplomats work every day to bring it closer. But Russia continues to fight because it believes it can break us with force and resources. Therefore, the President has given the Ministry of Defense a clear task: alongside diplomacy, strengthen our defense in such a way that we force the enemy into peace”, — Mykhailo Fedorov stated.

Ukraine’s war plan consists of three concrete goals.

1. Close the sky

 

Protecting civilians and infrastructure is the top priority.

The goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones.

The creation of a multi-layered “small” air-defense system and the scaling of interceptors has already begun. Important organizational changes are underway. These are the first steps toward systematic counteraction to Shaheds and stable protection of cities. When the sky is closed, the country functions.

2. Stop the Russian forces on land, at sea, and in cyberspace

 

The front holds thanks to the unquestionable heroism of Ukrainian warriors.

The Russian army pays for every kilometer of Ukrainian land. In the Donetsk region — 156 soldiers per one square kilometer. Our benchmark is over 200 killed Russian soldiers for each km². This is the level of losses at which further advance becomes impossible.

The goal is to stop the Russian forces in every domain — on land, at sea, and in cyberspace. We know how to achieve this.

There is a specific list of decisions and projects: from improving the procurement system and completing the full reform to transforming the training and management system based on data.

3. Deprive Russia of the economic resources to wage war

 

The war continues because Russia has money for missiles and drones, for soldiers’ contracts, and for propaganda. The source is oil. Russia sells it all over the world through the so-called “shadow fleet”. This is the very budget that finances the war. If this channel is blocked, the resources for war will sharply decrease.

What is needed:

  • strengthening sanctions;
  • coordination with partners;
  • a strategy to counter the shadow fleet;
  • joint actions with partners at sea.

Ukraine is already preparing a strategy to make Russia’s budget deficit this year the largest in history. Likewise, a strategy is being developed to counter Russia in the cognitive domain.

This is a plan with concrete, measurable goals and results.

How will Ukraine implement it?

 

Partnerships. Ukraine is developing win-win cooperation with international partners to attract a record amount of assistance needed to procure drones, ensure stable payments to servicemembers, strengthen air defense, and meet other needs of the defense sector.

Technological advantage. The task is to stay at least ten steps ahead of the Russian forces in every technological cycle and maintain leadership in the war of innovations.

“Peace in Ukraine will come when the sky is closed, the Russian army loses its offensive potential, and Russia’s economy cannot withstand the pressure. We work every day to make this happen. To make each day of war a threat to Russia’s very existence”, — Mykhailo Fedorov concluded.
