In 2025, Ukraine allocated over UAH 3.8 trillion to security and defense.
The National Security and Defense Council of Ukraine (NSDC) reported on Facebook, that funding for security and defense agencies in 2025 was fully executed.
Overall, the security and defense sector was financed at more than UAH 3.8 trillion, equivalent to 43% of GDP. This allocation complies with the requirements of the Law on National Security of Ukraine.
These resources enabled the security and defense sector to meet critical needs under wartime conditions.
The NSDC analyzed the sector’s financing in 2025, confirming that it was carried out in full and in accordance with the monthly budget schedule. Revenue to the special fund for security and defense agencies showed strong growth, with actual expenditures exceeding annual planned targets by 4.8 times, the NSDC emphasized.
