Government approves October auctions for four large-scale privatization assets

The State Property Fund of Ukraine will hold four auctions in October 2026 for the sale of large-scale privatization assets and confiscated sanctioned assets, including Sumykhimprom, the Odessa Port Plant, and two enterprises previously owned by Russian owners. This was reported by the Ministry of Economy and Environment.

“Privatization today is about restoring the operations of enterprises, creating new jobs, supporting the Ukrainian economy, and ensuring the effective use of state-owned and confiscated assets in the country’s interests. Every successful auction also sends a signal to international businesses that Ukraine continues its reforms and remains open to investment even amid the full-scale war,” said Deputy Minister of Economy and Environment Daria Marchak.

Auction Schedule

October 13 – PJSC Sumykhimprom

One of Ukraine’s largest chemical complexes, specializing in the production of phosphate mineral fertilizers, titanium dioxide, and industrial pigments.

October 19 – JSC Odessa Port Plant

One of Ukraine’s strategic chemical industry enterprises and the largest ammonia and urea transshipment hub on the Black Sea, with unique production and port infrastructure.

October 20 – Demurinsky Mining and Processing Plant LLC (sanctioned asset)

A leading Ukrainian enterprise specializing in the extraction and processing of titanium-zirconium ores. The asset was previously owned by Russian oligarch Mikhail Shelkov. Titanium raw materials produced by the company were used by Russia’s military-industrial complex for weapons production.

October 20 – Motordetal-Konotop LLC (sanctioned asset)

One of Europe’s largest manufacturers of cylinder liners for automotive, marine and industrial engines, as well as special-purpose machinery. The company was previously owned by Russian senator Sergei Kalashnik.

All assets will be sold through the Prozorro.Sale electronic trading system. The ministry noted that this procedure ensures transparency, competition, and equal access for participants.

Proceeds from the sale of confiscated sanctioned assets are transferred to the Fund for the Elimination of the Consequences of Armed Aggression. The funds are used to restore housing, critical infrastructure, and other facilities damaged as a result of Russian aggression.

Proceeds from the privatization of state-owned enterprises are transferred to the state budget and used, among other purposes, to finance the security and defense sector.
