Chornomorsk port competition progresses: Security screening of investor submissions

The selection committee for determining the investor for the first and container terminals at the Chornomorsk Port has submitted the participants’ documents for security screening. This was reported by the Ministry of Communities and Territories Development of Ukraine.

The submission period for the competition closed on March 13, after which the committee held a meeting chaired by Deputy Minister Andriy Kashuba.

“The committee reviewed the results of the document opening and verification carried out by the working group. The documents were forwarded for security screening, which will check for grounds for disqualification (including any links to the aggressor state, sanctioned companies, offshore entities, etc.),” the report stated.

Security screening is part of the first stage of investor selection. The process will also evaluate financial capacity, experience in managing port or logistics facilities of similar scale, and experience in modernizing port infrastructure.

In the second stage, all pre-qualified participants will receive the draft competition terms and partnership agreement from the committee to provide their comments and proposals. The feedback will be analyzed by advisors from the International Finance Corporation and the European Bank for Reconstruction and Development. After that, the committee will approve the final version of the documents, which will be sent to participants for preparing and submitting their bids.

In the third stage, participants admitted to the competitive dialogue will submit their proposals, which will be evaluated based on technical and financial criteria. A contract will then be signed with the winner, with fixed terms that cannot be changed.
