USPA has launched a single maritime window in test mode at the Pivdennyi port

The State Enterprise Ukrainian Sea Ports Authority (USPA) has begun the test launch of the maritime module of the DocPort system, an equivalent of the Maritime Single Window (MSW), at the Pivdennyi Sea Port.

The Maritime Single Window system is a digital platform that unifies all administrative procedures related to vessel handling in the port. MSW enables submitting information just once, significantly reducing the time required to complete formalities and eliminating duplicated actions. This greatly increases procedural transparency — all actions are automatically recorded in the system, each step can be easily tracked, and all participants have equal access to up-to-date information.

“The launch of the DocPort maritime module is one of USPA’s key KPIs. Currently, the first phase of the platform is being tested at Pivdennyi port. The final goal is to create the Maritime Single Window — a multi-module system implemented step-by-step. By the end of summer, the next modules covering almost the entire range of administrative procedures in Ukrainian ports are planned for launch. We are working simultaneously in two directions: on one hand, launching the technical functionality and adjusting it to the real needs of the market; on the other, implementing mechanisms required by European legislation and harmonizing digital procedures with international standards,” said USPA head Oleksandr Semyrha.

The creation of a national Maritime Single Window is a direct requirement of the International Maritime Organization (IMO), which since 2024 obliges all port states to provide a digital platform for sharing information about vessel arrivals.

After successfully completing the test period at Pivdennyi Sea Port, a phased rollout of the system to all Ukrainian seaports is planned. Alongside testing the first functional block, integration with the information systems of the State Customs Service and the State Border Guard Service of Ukraine will begin to ensure full interaction among all port community participants.
