Ukraine and the Kingdom of Spain have reached a number of agreements aimed at restoring and modernizing Ukraine’s civilian aviation sector. The agreements were announced by the Ministry for Communities, Territories and Infrastructure Development of Ukraine.
"During the visit to Ukraine of a high-level Spanish delegation led by First Deputy Prime Minister and Minister of Economy, Trade and Entrepreneurship of Spain Carlos Cuerpo Caballero, a number of agreements were signed that will form the foundation for modernizing Ukraine’s air navigation infrastructure in line with European standards," the ministry said.
Deputy Minister Serhii Derkach emphasized that restoring the aviation sector is one of the priorities of the Aviation Development Strategy until 2030, approved by the Ukrainian government. According to him, the agreements with Spain will allow preparations for the modernization of Ukraine’s air navigation infrastructure to begin immediately and will bring Ukraine closer to integration into the European aviation network.
One of the key outcomes of the visit was the signing of a FIEM grant agreement, under which the Spanish government will finance the preparation of a comprehensive feasibility study for the restoration and modernization of Ukraine’s air traffic management system.
An agreement was also signed with ALG Indra Consulting, which will develop a strategic roadmap for the phased restoration and modernization of Ukraine’s air navigation infrastructure in accordance with European and international standards.
In addition, Ukraine’s state air navigation services provider Ukraerorukh and Spanish company Indra signed a memorandum of understanding outlining a framework for long-term technical cooperation in air traffic management, digital transformation, communications, navigation and surveillance technologies, as well as the post-war reconstruction of infrastructure.
During the talks, the parties also discussed expanding cooperation within Spain’s FIEM program, including the implementation of new projects to restore and replace damaged air navigation infrastructure.
